Landmark Moments in the History of the International Women's Forum Dallas  
The Founding Years: From the 1960s to the 1990s 


In the 1960s, as women began to make gains in their professions, the media, and sports, the focus shifted to de facto inequalities. This was an era of "the first woman to . . . . Many of the women who later became members of the National Women's Forum and the Dallas Forum were these "firsts.

1970s—As their numbers increased in the workplace, women struggling with de facto discrimination in corporate and professional environments began organizing groups to network and share issues of mutual concern. 

The 1980s—As women's organizations emerged in cities nationwide, some began forming national affiliate networks. This included the precursor to the National Women's Forum.

1982—The Chicago (The Chicago Network), Los Angeles (The Trusteeship), Washington D.C. (Women's Forum of Washington, D.C.), New York (The Women's Forum, organized in 1974), San Francisco (Northern California) and the Colorado Women's Forum, joined to found the National Women's Forum.  

These originating forums established the precedent of limiting membership and setting rigorous standards for invitation to membership in order to ensure that these women's organizations could be respected and influential.  

The purpose, as stated by the national organization: 

"The National Women's Forum advances leadership across careers, cultures, and continents by connecting the world's most preeminent women of significant and diverse achievement. The Forum brings together an unprecedented global membership to exchange ideas, learn and inspire, and promote better leadership for a changing world. . . . The Forum provides a platform for leaders to meet among their peers in an environment where meaningful partnerships and friendships can grow and form." 

1984 – The National Women's Forum became The International Women's Forum (IWF).  

1986—The IWF's inaugural International Hall of Fame was held in Washington, D.C., where The Right Honourable Margaret Thatcher (British Prime Minister, 1979-1990) was inducted. 

1987-1988—Kay Bailey Hutchison joined IWF and participated in an IWF trip to the Philippines, meeting with President Corazon Aquino. It was at this time that Kay learned there was an IWF chapter started in 

San Antonio.

9/14/87—Senator Kay Bailey Hutchison invited a small group of Dallas women to her home to begin organizing the Dallas chapter of the IWF. She led the Dallas group for the next three years (1987–1990) until it became a standalone forum. 

11/11/89—The IWF Luncheon honoring H.E. Corazon Aquino, which Linda Hart chaired, was held in Dallas at the Crescent. This event demonstrated that the Dallas members, raising $30,000 in underwriting funds and planning and executing an enormously successful luncheon honoring President Aquino, could advance IWF's interests as a strong independent member chapter. Sydney Hicks recalls: "Texas Instruments had a plant in the Philippines and responded with a donation of $15,000 in underwriting. The Steering Committee for the luncheon was composed of Linda Hart, Chairwoman, Sydney Hicks, Martha Tiller, Wanda Brice, and Mary Jordan. Many of the longtime established women leaders in the city attended the luncheon, including Mary Kay Ash. "The Crescent Hotel ballroom was at capacity,'' says Sydney Hick. 

1/5/90—A Steering Committee of Dallas members led by Linda Hart, including Sydney Hicks, Mary Jordan, Martha Tiller, and Wanda Brice, submitted an exhaustive proposal to Cynthia Maduro Ryan, President of IWF, for the formation of the Dallas Women's Forum as an independent forum affiliated with IWF. The proposal was later supplemented with demographic and geographic information and individual letters of support from Dallas members, and Ruth Morgan was added to the Steering Committee.  

1/5/90—The dues of thirty-six Dallas members were submitted to the national office to be held until a separate Dallas Women's Forum was formed. The list of Dallas members, all preeminent women, was included. This membership information was critical in distinguishing the Dallas group from the San Antonio group and other groups. The Dallas members were either top decision-makers in their organization or were prominent in their field and, as such, were influential in the community. At Kay's request, Linda Hart and Ellen Masterson led the effort to assemble the first list of members.

Memorandum was sent to Cynthia Maduro Ryan, President, International Women's Forum 

1/11/90—Almost immediately, Jane Macon, a San Antonio attorney and the immediate Past President of the International Women's Forum initiated an intense campaign against allowing the Dallas members to form an independent chapter. Among her protestations was that it would violate an the International Women Forum rule of only one Forum per State. 

1/17/90—IWF President Cynthia Maduro Ryan wrote Jane Macon in response to the letter's correspondence dated January 11 that she was "unaware of any official IWF Resolution stating that the IWF must exclusively organize one (1) Forum per State. "Ryan indicated that the discussions on the subject "usually ended with an agreement that Membership would use its best judgment whether or not another forum should be established in a state, if and when it became an issue." 2/28/90—Undaunted, Jane Macon appointed 16 women to a Texas Women's Forum Membership Task Force. To thwart the Dallas proposal for independent status, the Task Force developed a "compromise proposal" that was submitted by Lila Cockrell, Mayor of the City of San Antonio, to the chair of the "IWF Blue Ribbon Forum Task Force on Criteria for Multiple Forums," on February 28, 1990. 1990—January through March—A series of documents in the Hart records detail the struggle to become an independent Forum within IWF. 

Texas Forum members sent a flurry of letters to IWF President Ryan, including a letter from two officers in the Texas Women's Political Caucus, a memorandum from four Texas members on Keller Sharp Consulting Group letterhead, and others mobilized in opposition to a second chapter in Texas.  

1/18/90—Linda Hart submitted a packet of letters to IWF President Ryan that 16 Dallas members wrote to respond to the "belief by some" that there was minimal support on the part of Dallas members of the Texas Women's Forum to form a separate Dallas Forum. "Linda Hart wrote in the cover letter, ". . . nothing could be farther from the truth." She continued: "The sentiment in Dallas for this proposition is unanimous; if there are any dissenters, we are not aware of them." 1/22/90 - IWF President Ryan wrote Linda Hart that the Washington, D.C. headquarters had forwarded the Dallas proposal and accompanying information to the Membership Chairs to handle. The Board would take the matter up at the March 1990 IWF meeting in Oregon, at which time the Board would vote on the Dallas proposal. 3/22/90—The Board met during the IWF Spring Retreat in Portland, Oregon, with the Dallas proposal for a separate chapter on the agenda. Linda Hart, Sydney Hicks, Mary Jordan, and Ruth Morgan represented the Dallas group and presented the case for Dallas being admitted to IWF as a separate forum. At this time, only two states, California and Pennsylvania, had two chapters, and these had been grandfathered when a policy of one chapter per State was under consideration. Ruth explained to the Board that the distances in Texas necessitated having more than one chapter because to think that Dallas members would drive to San Antonio for lunch would be like thinking that members in Pittsburgh would drive to Chicago for a lunch meeting.  

 3/22/90—The Board of IWF admitted the Dallas Women's Forum to membership. The vote was unanimous, except the Texas Women's Forum, which voted against the Dallas submission. 

3/30/90—The Dallas Forum's first formal event to announce its presence was a luncheon attended by 29 members and invitees from YPO, Charter 100, and the Committee of 200.  

3/7/90—The Dallas Women's Forum's organizational meeting was held in Linda Hart's office. Linda submitted proposed Bylaws, which the Board of Directors adopted with an effective date of May 10, 1990 (Hart Records). Upon discovering a similarly named organization, the name was changed to The Dallas Forum during the process of submitting the incorporation documents to the State.

5/10/90—Date of Certificate of Incorporation of The Dallas Forum, signed by the Secretary of State, George S. Bayoud Jr., The State of Texas. 

There were A, B, and C directors, with the C directors intended to serve the longest (9 years) to provide continuity to the organization. 

The eleven incorporators were Mary Jordan, Sydney Smith Hicks, Ruth Morgan, Marion T. Flores, Lyda Hunt Hill, Wanda Brice, Linda Hart, Kay Bailey Hutchison, Louise B. Raggio, Valerie Freeman, and Martha Russell Tiller. (Hart Records) 

12/14/90—The Dallas Forum received its Section 501(c)3 exemption from the IRS. 

1990—The Leadership Foundation was established as the charitable arm of IWF, and Dallas members have been supportive of the Foundation with time and money:  

The Dallas Forum and eight members are in the President's Circle as donors who have generously donated from $5,000 to $50,000 to the Leadership Foundation Endowment Campaign. 

1992 – IWF established its Global Initiative. Founded in 

1992, the U.K. Forum was the first international Forum. Since then, IWF has grown to 29 countries on 5 continents.  

1992—IWF has also sponsored symposia and spring retreats in the U.S. and abroad. For example, in 1992, IWF, in cooperation with the Los Angeles Trusteeship, held a Spring Retreat on the M.S. Noordam as it cruised from Los Angeles to San Francisco to Vancouver, British Columbia. [IWF Connection] In 1993, The Women's Forum of Italy and the IWF held an international symposium on "Women, Art & Fashion" in Rome. 

1994—As IWF expanded internationally, delegations were sent abroad to meet members of women's organizations in these countries. In 1994, Ruth Morgan was a member of the delegation to China to meet with the All-China Women's Federation members and several government officials. This delegation also met with the women's group in Hong Kong, SAR (Special Administrative Region of China). The latter is an affiliated chapter of IWF.  

1994—The Leadership Foundation launched the Fellows Program. To date, 27 candidates from Dallas have participated. Karyl Innis recalls that Linda Hart recruited the first Fellows nominated by Dallas. Then, Karyl assumed responsibility for recruiting and nominating the Dallas candidates for the program until she became President of the IWF Foundation in 2001. 

1994—Under the leadership of Sydney Hicks, the Board finalized the vision statement to read: "The Dallas Forum unites preeminent women in North Texas who are shaping the community agenda, influencing business and civic decisions, and fostering the individual and collective achievements of women." 

2/1999—IWF opened its first field office outside the United States in Hong Kong. {IWF "The Connection," Winter 1998-1999.} 

2000—The Dallas Forum celebrated its tenth anniversary on June 23, 2000. Dianne H. Patterson (President, 1999-2001) recalls: "In the early summer of 2000, we celebrated our 10th anniversary with a cocktail party and dinner at the Dallas Museum of Art. Members and spouses enjoyed the evening. Of particular note, our founder, Senator Kay B. Hutchison, was in attendance with her husband, Linda Hart, our founding president, and her spouse, Mitch. Fran Streets, of San Francisco, the vice chair of IWF's international board also came to join in the celebration. "  

Rebecca Hurley, the Program Chair for the anniversary party, recalls that dinner was under the beautiful Chihuly windows and that "It was so much fun, still one of my favorite memories!" 

2000—2001 – Discussions on Bylaws revisions: The major change was to change the term of the C Directors from 9 to 3 years and to provide that Class C Directors be selected from a slate of candidates prepared by the Sustaining Council and presented to the duly appointed Nominating Committee for Election by the Board of Directors. The original Class C Directors and the past Presidents of the Corporation constitute the Sustaining Council. (See Section 4 and Section 4.5, 2001 Bylaws.) 

3/20/01 – Under Dianne Patterson's leadership, the Board unanimously approved the 2001 Revised Bylaws. 

6/19/02—The Dallas Forum's name was changed to the International Women's Forum Dallas (IWF Dallas) in response to the Board's concerns about the local community's lack of name recognition and a desire to leverage the connection with the international organization.
